THAILAND AND Cambodia have mostly kept heavy weapons out of their long-simmering border disputes. So the sudden violence on the morning of July 24th came as a shock. Cambodian artillery shelled a Thai military base; Thai F-16 fighter jets launched sorties into Cambodia. Thai authorities say that at least 11 Thai civilians have been killed. They have ordered 40,000 people in border areas to move to safety. There is not yet any official word about the harm in Cambodia.
